Nicotine pouches are small, tobacco-free white pouches that you tuck under your upper lip. Nicotine is absorbed through the gum, with no smoke, vapour, battery or spitting. In the UAE the three brands most people buy are VELO, White Fox and DZRT. Strengths run from about 3 mg to 17 mg of nicotine per pouch, and a can costs AED 29–30 at the time of writing. If you are new to them, start at 4–6 mg, not at the top of the range.

What are nicotine pouches?
A nicotine pouch is a small pre-portioned sachet filled with a white, plant-fibre filling, flavouring, sweetener and nicotine. VELO’s maker, BAT, lists the ingredients of its UK pouches as “water, plant-based fibres, flavouring, sweetener and nicotine”. There is no tobacco leaf in the pouch, and that is what separates it from traditional Swedish snus, which is ground tobacco.
The difference matters in the UAE. Tobacco-free nicotine pouches have their own federal technical regulation, while tobacco snus is a different and far more restricted product. We cover that in detail in our guide to whether nicotine pouches and snus are legal in the UAE.
Customers usually come to pouches from one of three places:
- Smokers who want something they can use in an office, a car or on a flight, where they cannot smoke.
- Vapers who want a break from the device, or something for places where vaping is not allowed.
- Former snus users from Scandinavia who can no longer buy tobacco snus here.
How do you use a nicotine pouch?
- Open the can. VELO cans twist open along the guide marks on the lid. Many cans have a small compartment in the lid for used pouches.
- Place one pouch between your upper lip and gum. One side of the mouth is enough. Do not chew it or swallow it.
- Expect a tingle. Within a minute or two you will feel a tingling or mild burning where the pouch sits. That is normal, and it fades.
- Keep it in for up to 30 minutes. BAT’s own instructions for VELO say up to 30 minutes. Many people take it out sooner once the flavour and tingle drop off.
- Dispose of it properly. Put it in the lid compartment and then in a bin. Pouches are not something to leave on a pavement or a beach.
Move the pouch to a different spot each time rather than always using the same place on the gum. If one side starts to feel sore, give it a rest.
How are nicotine pouch strengths measured?
In the UAE the number on the can is almost always milligrams of nicotine per pouch. A VELO Polar Mint 10 mg pouch contains roughly 10 mg of nicotine. That is not the same as how much your body absorbs, which is lower and varies from person to person. It does let you compare one can with another.
Some European retailers also list a mg/g figure (nicotine per gram of pouch). Ignore it when comparing cans on our site, because we list mg per pouch throughout.

Slim, mini and regular: what the format changes
- Slim pouches are long and narrow. They sit flat under the lip and are the least visible, which is why many office workers prefer them. A large part of our VELO range is slim, for example VELO Polar Mint Medium Slim 6mg and VELO Freeze X-Strong Slim 11mg.
- Mini pouches are shorter and smaller. In our range they come only at the light end: VELO Humble Spearmint Mini 4mg and VELO Nutty Virginia Mini 4mg. They are a good first pouch.
- Regular pouches are the standard, wider size. A regular pouch at the same mg can feel slightly fuller in the mouth than a slim one. The nicotine figure is still per pouch, so a 10 mg slim and a 10 mg regular contain the same stated amount.

Which strength should a beginner choose?
A common mistake is a smoker buying 14 or 17 mg because “I smoke a lot”, then feeling dizzy or sick within ten minutes. Absorption through the gum is different from inhaling. Start lower than you think you need.
- Light smoker or occasional user: 3–4 mg, such as DZRT Purple Mist or a VELO Mini.
- Around 10–15 cigarettes a day: 6 mg, then move to 8–10 mg after a week or two if it feels too mild.
- Pack-a-day smoker or heavy vaper: 6–10 mg first. Move to 11–14 mg only once a 10 mg pouch feels comfortable.
- 14–17 mg: only for people who already use pouches daily.
Use one pouch at a time and wait until it is finished before deciding whether you need more. If you feel lightheaded, take the pouch out.
This is practical shop guidance, not medical advice. Nicotine is addictive. Pouches are for adult smokers and nicotine users, and are not for non-users, under-18s, or pregnant or breastfeeding women.
What side effects should you expect?
The honest answer is that research on pouches specifically is still thin. A 2023 review for dentists in the British Dental Journal noted that, at the time of writing, there was no published data on the impact of nicotine pouches on oral health. Its authors extrapolated from oral nicotine replacement products and from snus. With that caveat, these are the effects customers most often report and that the literature points to:
- Tingling or burning under the lip. This is normal at first, and stronger with high-mg and very minty pouches.
- Gum irritation or soreness where the pouch sits. The same review suggests localised gum recession is possible with long-term use, based on evidence from snus.
- Hiccups, nausea or dizziness. These are classic signs of too much nicotine too fast. Drop a strength.
- Increased heart rate. Nicotine has well-documented effects on the cardiovascular system.
- Dependence. Pouches deliver nicotine, and nicotine is addictive.
If you have a heart condition, are pregnant, or take regular medication, speak to a doctor before using any nicotine product.
How should you store nicotine pouches in UAE heat?
Heat is the main enemy of a pouch can here. From May to October a parked car in Dubai gets far hotter than any manufacturer intends for a consumer product. Pouches left in a glovebox for a week can turn soggy, dry out or lose their flavour.
- Do not leave cans in a parked car, on a dashboard, or in a bag in direct sun.
- Keep the lid closed properly so the pouches do not dry out in air-conditioned rooms or pick up moisture outside.
- If you buy several cans, store the unopened ones in a cool cupboard and carry only the can you are using.
- Keep cans out of reach of children and pets. The small pouches are easy to mistake for sweets and are dangerous if swallowed.
How much do nicotine pouches cost in the UAE?
At the time of writing, a VELO can is AED 29 on PodsZone (regular price AED 35). White Fox and DZRT are AED 30 each. A price far below that is a reason to check the can is genuine and in date, not a bargain. Pouches are among the cheapest nicotine products per day here: a heavy user going through a can every two to three days spends roughly AED 10–15 a day.
Are nicotine pouches legal in Dubai?
Yes, tobacco-free nicotine pouches can be sold legally in the UAE when they meet the federal technical regulation for tobacco-free nicotine pouches (Cabinet Resolution No. 2 of 2025, in force since July 2025). No. VELO, White Fox and DZRT are tobacco-free: the filling is plant fibre, flavouring, sweetener and nicotine. That is what separates them from traditional snus, which is ground tobacco and is treated very differently in the UAE.
