Yes, tobacco-free nicotine pouches are legal in the UAE. They can be sold to adults when they meet the federal technical regulation for tobacco-free nicotine pouches (UAE.S 5061:2025), which became mandatory under Cabinet Resolution No. 2 of 2025 and took effect on 29 July 2025. Traditional snus is a different product, because it is made of tobacco. We found no UAE standard that permits it, and independent tobacco-law trackers list its import and sale as banned. Treat tobacco snus as not legal to buy or bring in.

We cite the primary source for each point below, and say plainly where the published law does not give a clear answer. This is general information, not legal advice. Snus vs nicotine pouches: why the difference matters in the UAE
People use “snus” loosely for any lip pouch, but the law does not. The difference is what is inside.

What does UAE law say about nicotine pouches?
The 2025 technical regulation
The UAE Cabinet issued Cabinet Resolution No. (2) of 2025 Regarding the Technical Regulation for Tobacco-Free Nicotine Pouches on 20 January 2025. It was published in Official Gazette No. 792 on 30 January 2025. Article 1 makes the attached regulation, UAE.S 5061:2025 “Tobacco-Free Nicotine Pouches”, a mandatory technical regulation in the UAE. Article 2 brings it into force 180 days after publication, and the UAE Legislation portal lists the effective date as 29 July 2025.
The resolution was proposed by the Minister of Industry and Advanced Technology, under Federal Decree-Law No. 20 of 2020 on specifications and standards. In practice this means:
- Certification is required. Pouches must go through MoIAT’s Emirates Conformity Assessment Scheme (ECAS) before they are placed on the market. SGS, one of the bodies appointed to issue ECAS certificates, confirmed this in a March 2025 notice.
- Quality and packaging rules apply. According to a technical summary of the final draft standard by the testing firm Broughton, it calls for pharmaceutical-grade nicotine, bans certain substances, and requires child-resistant, tamper-evident packaging and health warnings in Arabic and English. We have not been able to read the full published text of UAE.S 5061:2025, so treat these points as the draft’s direction, not the final wording.
Is there a maximum nicotine strength for pouches?
We could not verify one. Several retailer blogs quote a per-pouch cap, but none link to the published standard, and the public pages of the UAE Legislation portal show only the resolution and its cover table, not the technical clauses. Until we can read the standard itself, we will not quote a number. The cans we stock range from 3 mg to 17 mg per pouch.
What is the minimum age to buy nicotine pouches?
In practice it is 18, but the legal basis is less tidy than many sites suggest. The Federal Tobacco Control Law (Federal Law No. 15 of 2009, Article 5(2)) bans selling tobacco or tobacco products to anyone under 18. However, Article 1 of that law defines tobacco products as products made wholly or partly from tobacco leaf. Tobacco-free pouches do not fit that wording neatly.
We could not confirm whether UAE.S 5061:2025 contains its own age clause. The equivalent standard for vapes (UAE.S 5030:2018) requires an “under 18” prohibition on every pack. Every reputable UAE seller, including us, sells pouches to adults 18+ only and checks ID on delivery. See our age policy.
Is snus legal in the UAE?
Short answer: no, not in any form you can rely on. The longer answer:
- Article 2 of Federal Law No. 15 of 2009 prohibits bringing tobacco and tobacco products into the UAE unless they meet UAE standard specifications. Article 10 lets authorities destroy non-compliant imports or require them to be re-exported at the importer’s cost.
- The UAE’s electronic nicotine product standard (UAE.S 5030:2018) expressly excludes “orally consumed tobacco products” from its scope. The pouch standard covers tobacco-free products only. We found no UAE standard that oral tobacco could be certified against.
- The Global State of Tobacco Harm Reduction project records snus in the UAE as “Banned”. It marks it as not legal to sell (2024, citing the Anti Smoking Global Index) and not legal to import for personal use (2025, citing Tobacco Intelligence).
What we could not find is a single UAE government text that names “snus” and bans it in those words. The ban follows from the standards framework, not from a dedicated snus law. In practice that changes nothing for a customer: tobacco snus is not sold legally here, and bringing it in risks confiscation. Do you pay excise tax on nicotine pouches?
UAE excise tax is set by Cabinet Decision No. 197 of 2025, issued on 27 November 2025 and in force from 1 January 2026. It replaced Cabinet Decision No. 52 of 2019. It charges 100% excise on:
- “Tobacco and tobacco products”, defined in Article 3 as all items listed in Chapter 24 of the GCC Common Customs Tariff, excluding products intended solely for smoking cessation.
- Liquids for electronic smoking devices, whether or not they contain nicotine.
- Electronic smoking devices and tools, whether or not they contain nicotine or tobacco.
Nicotine pouches are not named in the Decision. Whether they are taxed depends on customs classification. Since the 2022 edition of the international Harmonized System, heading 24.04 covers nicotine-containing products intended for intake into the body, with subheading 2404.91 “for oral application”. That is the subheading nicotine pouches normally fall under. If the GCC tariff applies it the same way, pouches sit in Chapter 24 and attract the 100% rate.
We could not find a Federal Tax Authority publication confirming this for pouches by name, so treat it as the most likely reading, not a confirmed ruling. Either way, any tax is built into the shelf price you pay. A can is AED 29–30 on PodsZone at the time of writing.
Can you bring nicotine pouches into the UAE?
The published customs allowances do not mention nicotine pouches. Dubai Customs’ Passenger Customs Guide (5th edition, 2020) sets the duty-free tobacco allowance as “a total number of 400 cigarettes, or 50 cigars, or 500 grams of tobacco”. It does not refer to pouches, vapes or other nicotine products, and says passengers under 18 may not bring in cigarettes.
What that means in practice:
- Tobacco-free pouches for personal use are not a listed restricted item. A few cans in their original, sealed packaging for your own use is the sensible limit. We found no published personal allowance for pouches, so a large quantity could be questioned as commercial.
- Tobacco snus is the risk. Do not pack it.
- Keep pouches in their original cans. Unlabelled white pouches in a plastic bag invite questions.
- Check where you are flying to next. Pouch and snus rules vary widely by country, and some countries restrict pouches even where the UAE does not.

Where can you use nicotine pouches?
The Tobacco Control Law’s restrictions are written around smoking: it bans smoking in enclosed public places (Article 7) and while driving a private car with a child under 12 (Article 5(5)). A pouch involves no smoke or vapour, and we found no federal rule addressing pouch use in public. Two practical points still apply:
- Ramadan. The UAE government portal states that during fasting hours non-Muslims are “prohibited from eating, drinking and smoking in public”. A pouch is not mentioned, but putting a nicotine product in your mouth in public during the fast is exactly what that guidance is about. Wait until iftar, or use one discreetly in private.
- Workplace and venue rules. Employers, schools and venues can set their own policies. Respect them, and dispose of used pouches in a bin, not on the floor or in a planter.

- Buy cans with printed health warnings and sealed packaging, from a seller that checks age.
- Be wary of cans with no Arabic text at all, unusually low prices, or a strength that is not printed on the can.
